중국은 주거 문제 해결을 위해 2023년부터 2025년까지 40개 도시에 650만 가구의 보장성 주택을 건설할 계획이고, 현재 베이징시와 청두시 등의 지방정부도 중앙 정부의 공공임대주택 정책에 발맞추어 대규모 주택건설 계획을 발표하고 있다. 중국 정부에서 보장성 주택, 특히 공공임대주택의 건설을 추진함에 따라, 관련 법률 제도도 제정 및 개정되고 있다. 본 논문에서는 새롭게 도입되거나 개정되는 공공임대주택과관련한 법률 제도를 살펴봄으로써, 중국의 공공임대주택의 주요 내용을 고찰한다. 이러한 논의를 위해, 보장성 임대주택의 의의와 공공임대주택의 의의를 차례대로 살펴보고, 최신 논의되고 있는 공공임대주택의핵심적인 내용을 분석한다. 또한 이를 통하여 중국의 공공임대주택과 관련된 문제점과 개선방안을 제시하려고 한다
Abstract
China plans to build 6.5 million units of affordable housing in 40 cities from 2023 to 2025 to address housing issues, and local governments in cities such as Beijing and Chengdu are also announcing large-scale housing construction plans in line with the government’s public rental housing policy. As the Chinese government pushes forward with the construction of affordable housing, particularly public rental housing, related legal systems are being established and revised. This paper examines the newly introduced or revised legal systems related to public rental housing, to consider the main aspects of China’s public rental housing. For this discussion, we will first look at the significance of affordable rental housing and the meaning of public rental housing in turn, and then analyze the core contents of public rental housing that are currently being discussed. Additionally, through this, we aim to identify problems related to China’s public rental housing and suggest improvements.
