코로나19 여파로 국내외 경기의 불확실성이 커지고 있으며, 이로 인해 지역의 경제 환경이 악화될 가능성 또한 높아졌다. 지역 단위의 경기 불확실성을 제거하고 합리적인 경제정책을 수립하기 위해서는 지역에 특화된 경제지표가 필요하지만, 지역 경제지표 개발은 전국 수준 경제지표의 그것에 비해 여러모로 부족하다. 특히 지역 차원에서 고용창출과 미래 성장동력의 핵심인 제조업 분야의 관련 통계 구축은 크게 뒤처져 있다. 따라서 지역 제조업의 상황을 정확하게 반영할 수 있고 지역 제조업 경기에 대한 설명력이 높은 경제지표 개발이 필요하다. 이에 본 연구에서는 대구와 경북의 제조업을 대상으로 통계청의 KOSIS 자료를 활용하여 제조업 경기지수(동행지수, 동행지수 순환변동치)를 개발하였고, 기존 지수인 대구‧경북 경기종합지수와의 비교를 통해 그 타당성을 검증하였다. 나아가 본 연구에서 개발한 제조업 경기지수가 대구‧경북의 지역적 한계를 넘어 타 시도에서도 적용이 가능한 지역 단위 지수로 사용할 수 있도록 몇 가지 제언을 추가했다. 구체적으로 본 연구는 ① 구성지표의 선정 및 타당성 검증, ② 계절조정 및 불규칙요인 제거, ③ 구성지표 표준화, ④ 동행지수 작성, ⑤ 동행지수 순환변동치 작성, ⑥ 기존 지수와의 비교‧검증 단계로 구성되었다.
Abstract
The purpose of the present study is three folds; (a) to provide a methodological approach to the development of composite economic index at the local government levels, (b) to develop a local manufacturing index, helpful in identifying business conditions of Daegu·Gyeongbuk region, and (c) to propose a Daegu·Gyeongbuk region manufacturing index for application of other local government manufacturing index. Using KOSIS data, the author developed the Daegu·Gyeongbuk region manufacturing index as follows: (1st) adopting components (i.e., configuration indicators) and verifying those validity, (2nd) removing the affect of seasonally and the irregularly adjusted series from each component using by X-13 ARIMA-SEATS, (3rd) producing standardization factor of month-to-month changes for each component series and standardized rate of changes, as a standardization phase, (4th) computing a manufacturing coincident index with common factor analysis and extracting a cyclical fluctuation value of manufacturing index with Hodrick-Prescott filter, and (5th) verifying the validity of Daegu·Gyeongbuk region manufacturing index by measuring this index against composite indexes from the Daegu-Gyeongbuk Development Institute.
