패널조사의 통계품질관리에 대한 논의

패널조사는 통계법 제2조에서 정의된 조사통계 측면에서 일반적인 표본조사와 유사성이 있다. 그러나 최초 구축된 표본을 시간 경과에 따라 장기간 추적 조사한다는 조사방법은 일반적인 표본조사와는 조사대상, 표본설계, 표본 관리 등에서 특성은 현저히 다르다. 국가승인통계로 관리되고 있는 패널조사는 일반적인 조사통계를 위한 품질관리 체계하에서 수행하고 있다. 일반적인 표본조사 중심으로 품질체계가 구성되어 있는 현행 통계품질관리가 패널조사의 여러 특성들을 적절하게 포착하고 있는지, 패널조사의 품질관리 및 개선을 위해 적절하게 작동하고 있는지에 대해서 쉽게 답하기 어렵다고 생각한다. 본 논문은 패널조사의 통계품질관리에 관한 것으로 통계품질관리의 개념과 진단지표, 패널조사의 특징을 살펴본 후, 패널조사의 품질관리를 위해 현행 통계품질관리에서 반영되어야 할 품질차원별 진단 요소의 보완 내용을 논의함으로써 패널조사를 위한 적절한 품질관리 체계가 필요함을 제안하는 것이 목적이다.
Abstract
Panel survey is similar to general sample survey in aspect of survey statistics on Statistics Act article 2. Between panel survey and cross-sectional survey, there are noticeable differences which are the survey subjects, sample design, and the handling of the sample etc on account of the character of the repeated measures over time on the sample sampled elements. However, the official statistical quality control system for panel surveys which is managed as approved statistics in Korea is carried out based on general survey statistics. Therefore, it is not easy to answer that the official statistical quality control system which is basis of ordinary survey statistics is good working to capture fundamental improvement of statistic quality for the major issue of panel survey. This paper reviews the concept of official statistical quality control system for survey statistics based on the approved statistics in Korea and investigates the major issues the design and analysis of panel surveys. We suggest diagnostic factors considered the character of panel study to improve the quality of panel survey on the official statistical quality assessment.
