공공부문의 인공지능 절차와 규제가 인공지능기업의 혁신에 미치는 영향에 관한 연구

동시다발적이고 복합적으로 위기가 발생하는 기업 생태계에서 성장의 불확실성이 가중되고 있으며, 이를 제고할 수 있는 수단으로 AI 기술이 제시되고 있다. 공공과 민간 모두에서 AI기술 도입·활용은 증가하는 추세이지만, 민간의 AI 활용에 비해 공공부문에서 AI의 활용을 위해서는 상당한 규제와 절차가 존재한다. 본 연구에서는 공공부문에서 인공지능기업의 AI서비스 설치를 위한 절차와 규제를 분석하고, 이러한 규제와 절차의 경직성에 의해 공공부문 인공지능기업의 혁신성이 낮아질 수 있다는 가설을 설정하였다. 조사자료는 2022년 인공지능산업실태조사데이터이며 통계 분석결과, 공공부문의 매출이 높은 인공지능기업의 경우 혁신성이 낮아지는 것으로 확인되었다. 이에 따라 본 연구에서는 혁신성을 약화시키는 공공부문의 AI서비스 활용과 관련된 절차와 규제를 완화하는 방안을 탐색적으로 제시하고자 한다.
Abstract
Uncertainty in growth is increasing in the corporate ecosystem where crises occur simultaneously and complexly, and AI technology is being suggested as a means to enhance them. Although the introduction and use of AI technology in both the public and private sectors is on the rise, considerable regulations and procedures exist for the use of AI in the public sector compared to the private AI use. In this study, artificial intelligence companies in the public sector analyzed the procedures and regulations for installing AI services, and established a hypothesis that the rigidity of these regulations and procedures could reduce the innovation of artificial intelligence companies in the public sector. The survey data is the 2022 artificial intelligence industry survey data, and as a result of statistical analysis, it was confirmed that innovation is lowered in the case of artificial intelligence companies with high public sector sales. Accordingly, this study intends to explore ways to ease procedures and regulations related to the use of AI services in the public sector that weaken innovation.
