본 연구는 민간경비업무의 분류체계가 갖는 구조적 문제를 비판적으로 분석하고, 일본·영국 사례의 비교를 통해 한국 경비업무의 재구조화를 제안하는 데 목적을 둔다. 한국의 경비업무는 1978년 제정 당시 일본의 경비업법을 준용하여 도입되었으나, 이후 사회적 사건과 개별 법령 요구에 따라 업무가 누적적으로 추가되는 방식으로 확장되어 왔다. 이러한 구조는 업무 간 중복, 법령 간 충돌, 직무 전문성 약화라는 문제를 초래하고 있다. 국내외 자료조사를 통해 경비활동(activity)-기반 분류의 장점과 구조적 안정성을 확인하였다. 본 연구는 이러한 분석을 바탕으로 한국 경비업무가 활동 기반 분류체계로 전환되어야 함을 주장하며, 향후 제도개선 방향을 제시한다.
Abstract
This study aims to critically analyze the structural problems inherent in the classification system for private security services and propose a restructuring of South Korea's security services through a comparative analysis of Japanese and British cases. South Korea's security services were introduced in 1978 by adopting Japan's Security Business Act, but have since expanded through cumulative additions driven by social incidents and individual legislative demands. This structure has led to problems such as overlapping duties, conflicts between laws, and weakened professional expertise. Through domestic and international data research, the advantages and structural stability of an activity-based classification system were confirmed. Based on this analysis, this study argues that Korea's security services should transition to an activity-based classification system and proposes directions for future institutional improvements.
