일본 선거제도 변화와 정당 간 정치 동학: 자민 ․ 공명 연정의 지속성을 중심으로

초록

이 연구는 1994년에 도입된 소선거구 비례대표 병립제가 자민당과 공명당 간 선거협력과 연립정권의 지속에 미치는 요인을 분석하는 데 있다. 특히 자민당이 군소정당이자 이념과 정책에있어 차이를 보이는 공명당과의 연정을 지속하는 이유를 공명당의 지지기반인 창가학회의 특수성과 의회권력관계의 변화에 초점을 맞추어 분석한다. 분석 결과, 개정된 선거제도 하에서 자민당은 공명당 ․ 창가학회의 조직표가 자당 후보의 당선에 결정적 도움이 된다는 전략적 고려 때문에 공명당과의 연정을 유지하고 있으며, 공명당은정치적 영향력 축소가 불가피한 상황에서 자민당과의 연정이 정책 실현에 유리할 수 있다는 정치적 계산 때문에 연정에 계속 참여하고 있다. 이러한 이유로 자민당과 공명당의 연정은 상당기간 지속될 것으로 예측되며, 자민당의 정치권력은 55년 체제 하에서 보다 훨씬 강화될 것으로보인다.

Abstract

This study analyzes the impact of the new electoral rule, the Mixed Member Majoritarian(MMM) system, introduced in 1994, on the electoral cooperation and the stability of the coalition regime between the Liberal Democratic Party(LDP) and the Clean Government Party(Komeito). Why has LDP maintained a political partnership with Komeito, even though Komeito is small in size and has significant differences from LDP in ideology and policy? The study tries to answer the question by focusing on the organizational characteristics of Soka Gakkai, the main support group of Komeito, and the changes of power relations in the Japanese Diet. The analysis shows that the LDP maintains a coalition with Komeito with the strategic considerations that Soka Gakkai’s organizational influences are crucial to the LDP candidates’ election under the revised electoral system. Komeito also has an incentive to maintain the political influence by intervening in policy decision making through the coalition with the LDP in a situation where Komeito’s influence is inevitably reduced. Based on the above analyses, this study suggests that the coalition of LDP and Komeito will continue for a considerable period, and the political power of LDP will be much stronger than that under the 1955 system.
