현재 시민사회는 소비자보호, 인권옹호, 개발구호, 아동보호, 환경보전, 군축, 평화 등의 다양한 분야에서 활발한 운동을 전개하고 있다. 또한 시민사회는 한걸음 더 나아가 사회적 이슈나 정책현안에 대한 단순한 폭로 및 비판 등의 차원을 넘어서 해결방안 논의와 정책제시 및 집행과정에 이르는 폭넓은 분야에서 그 영향력을 넓혀가고 있다. 그러나 현재 시민사회에 대한 인식은 과거전통의 보편적이고 포괄적인 행태에서 벗어나, 형이상학적 행태 이상의 의미를 부여받지 못하고 있는 것 같다. 또한 시민사회의 활동은 사회의 복잡한 발전경로에 적응하지 못하고 애초의 선로에서 벗어나고 있다. 시민사회는 국가, 시장, 개인 등의 특정한 행위자 개념들이 정립되고 있는 가운데, 세계변화에 적응하는 과정에서 NGO, 시위, 혁명 등의 가시적인 영역에 돌출되어 있는 반정치적 소수 입장의 다양한 파편들에 의해 분열되고 있는 것이다. 현재 최초의 포괄적인 행태의 시민사회가 분열되고 재조립되는 과정에 대한 논쟁은 사회 변화에 힘입어 갈수록 시민사회 본연의 역사성과 정체성을 추론하기 어려운 대상으로 만들어가고 있다. 흔히 시민사회는 지배와 저항의 이분법에서 저항주체로서의 의미를 부여받기 쉽다. 시민사회의 이데올로기가 이러한 현상으로 말미암아 상실되지 않고 있다는 평가가 가능하지만, 시민사회가 단순한 저항의 신호탄으로서 혹은 정치적 수사로서 이용되고 있는 것은 분명 무시할 수 없는 사안이다.
Abstract
Recently, contemporary society has been experienced the stagnant ideologies about social images in globalization. This situation has various social meanings, especially, it has the most important meaning that influences to set the public conscious structure and future ideologies. Now, the various actors - state, market, and society - behave inside the social structure. But it is ambiguous to recognize the relationship between actors. Civil society should adapt to contemporary society correctly. This article argues that researchers need to confirm the stagnant history of civil society and build up the future vision through using civil society which is free from old traditions. So, it is essential to analyze that old traditions - like as royalty, privilege, and so on - have been connected to social crashes and conflicts. Second, researchers need to confirm that old traditions have been exerted bad influences on planning the blue vision. Third, researchers need to consider and criticize that those arguments have not been able to get the agreement of the public in spite of those circumstances already be confirmed. Civil Society Theory is not completed yet. Further theories always need critics on reality to approach cosmopolitanism and global civil society.
