환경친화적인 부산.진해 경제자유구역 개발에 관한 연구-경제특구법 고찰 및 통합오염관리방안을 중심으로

Abstract
This study examines the environmental articles of law on Free Economic Zone(FEZ) to develop environmentally-friendly Busan-Jinhae FEZ and the possibility of introduction of Intergrated Poulltion Control(IPC). There is a little difficulty to develop environmentally-friendly Busan-Jinhae FEZ since the law provides special treatments in terms of environmental enforcement, economic instruments and supervision and control. Therefore, we introduce IPC system in Busan-Jinhae FEZ. To carry out IPC, we set up three environmental systems, that is, intergrated pollution assessment, intergrated decision making and intergrated policy operation. In the Busan-Jinhae FEZ, the good circumstances for IPC are the plan of attraction of green industry and the increasing investment of clean technology. But, the bad circumstances for IPC are the loose enforcement and control of environmental regulation and the lower water and wastewater fee compared with the nationwide average. In conclusion, to carry out Busan-Jinhae FEZ's IPC efficiently, we should settle on the level of sustainable development considering the environmental capacity of Busan-Jinhae FEZ. And we consider the surrounding places, Pusan and Kyungsangnam-Do's environmental management. Also, we should activate clean technology development along with environmentally-friendly industrial process development. Furthermore, introducing Life-Cycle Assessment, reinforcing the role of economic instrument and plotting the professionalism of environmental administration will be needed.
