Abstract
Theoretically, resident participation is proposed as an effective means to solve the government-resident conflict in environmental disputes. In reality, however, it does not work as expected. This paper suggests citizen participation as an alternative, instead. In the constructing process of life waste incinerators, residents would not agree to any compromise government offers because they do not trust government and believe negative externality caused by the facilities would overtake its benefit. This paper compares and analyzes the processes of solving government-resident conflicts in two cases, one in Japan and the other in Korea. Both cases succeeded through so-called citizen participation. Citizen participation empowers a committee composed of residents representing people living near the facilities, citizens representing community as a whole, and government officials to decide construction sites and operation.
