지방분권화 시대를 맞이하여 농촌마을에 대한 다양한 정책 수립을 위해서는 데이터 기반의 합리적 의사결정을 지원하기 위한 공간정보 주제도 구축 및 분석이 필요하다. 본 연구에서는 농촌 관련 정책 및 공간정보시스템 구축 현황을 분석하였으며, 이를 통해 농촌발전계획 및 정책 수립에 필요한 기본공간정보 레이어를 설계하였다. 그리고 이를 기반으로 농촌특화지구 지정에 필요한 축사, 신재생에너지시설, 공장시설 등의 공간정보 주제도를 비롯하여 농촌마을의 정책지원에 필요한 자연취락지구, 여건불리농지, 농업진흥지역, 대지, 스마트팜맵 등의 공간정보 주제도를 구축하였다. 또한 구축한 농촌마을 주제도에 대해 공간분석 기능을 이용하여 행정리별 특성정보를 분석할 수 있었다. 이러한 분석 결과는 농촌발전 계획 및 농촌공간 재구조화 업무를 비롯하여 지방정부 정책 수립 및 역량 강화에 크게 기여할 것으로 판단된다.
Abstract
In the era of decentralization, the establishment and analysis of spatial information thematic maps is necessary to support data-driven, rational decision-making in establishing various policies for rural villages. In this study, we analyzed rural-related policies and the status of spatial information system construction, and through this, designed the basic spatial information layer necessary for establishing rural development plans and policies. Based on this, we constructed spatial information thematic maps such as livestock farms, renewable energy facilities, and factory facilities necessary for designating rural specialized districts, as well as spatial information thematic maps such as natural settlement districts, unfavorable farmland, agricultural promotion areas, land, and smart farm maps necessary for policy support in rural villages. In addition, we were able to analyze characteristic information for each administrative district using the spatial analysis function on the constructed thematic map of rural villages. The results of this analysis are expected to contribute significantly to local government policy formulation and capacity building, including rural development planning and rural spatial restructuring.
