통폐합 소규모학교 시설 및 인센티브 활용 방안

저출산 기조가 지속되는 가운데, 인구구조의 급격한 변화는 학령인구의 지속적 감소로 이어지고 있다. 학생수가 감소하는 농산어촌 역시 소규모학교를 통폐합하는 노력이 이어지고 있으며, 통폐합 이후 학교시설을 효율적으로 사용하는 방안이 필요한 시점이다. 또한 통폐합시 정부에서 지원하는 인센티브도 학교교육과정과 학생 지원에 활용하는 방안을 모색해야 한다. 본 연구에서는 학교통폐합 후 폐교 시설 활용, 통폐합 인센티브 활용 등을 잘 하고 있는 교육청 사례 분석을 실시하고, 효율적이고 지속적이며 통폐합 학교들이 지역사회 활성화에 기여할 수 있는 방안을 도출하고자 하였다. 통폐합 후 폐교 시설은 지방자치단체 공동협력형, 문화공간 활용형, 수익창출형 등으로 운영되고 있다. 통폐합 인센티브는 학교교육과정 운영, 방과후 활동 및 학력격차 해소 등에 활용할 수 있도록 우선순위를 부여해야 하며, 안정적으로 활용될 수 있도록 기금 마련 등도 필요하다. 특히 통폐합 인센티브가 합리적이고 지역특성에 부합하도록 사용할 수 있도록 집행기준을 명확히 해야 함을 제언하였다.
Abstract
Efforts to integrate small-scale schools where the number of students is decreasing are continuing, and it is necessary to use school facilities effectively after the abandonment. Also, incentives supported by the government should be sought for the school curriculum and student support. The purpose of this study is to analyze the case study of the local office of education which is well equipped with the use of closed school facilities and the use of incentive system after the school consolidation, and to find ways to contribute to the revitalization of the community by efficient and continuous schools. After the abandonment, the abolition facilities are operated by the cooperative type of local autonomous entity, the utilization of culture space, and the creation of profit. Consolidation incentives should be prioritized so that they can be used for school curriculum management, after-school activities, and resolution of gaps in education, and fund raising is also needed to ensure stable utilization. In particular, it was suggested that the enforcement criteria should be clarified so that the incentives for merging and dismissing are reasonable and can be used in accordance with local characteristics
