Abstract
This purpose of the study is two-fold; 1) the review of different theoretical discussions that examined the effectiveness of public financial supports in new venture formation and 2) the examination of the actual case of Sweden - how the Swedish government has struggled so far to stimulate new venture formation. In Sweden, it seems that the scope of public financial supports has gradually shifted from nascent entrepreneurs and early stage start-ups to established small and medium enterprises (SMEs) due to various reasons, e.g. to ensure profitability. Interestingly. the same phenomenon can be identified in Korea as well. To effectively stimulate new venture formation through active government involvement, we thus argue that governments must be willing to take more risks and shift the scope of public financial support back to nascent entrepreneurs and early stage start-ups.
