오픈액세스 학술지 출판에서 대학도서관의 역할에 대한 고찰 - COPE 참가 대학도서관을 중심으로 -

초록

본 연구는 오픈액세스 출판에서 대학도서관이 어떠한 역할을 하고 있는지를 출판비용 지원과 그 외 서비스로 구분하여 살펴보았다. 그 결과 대학도서관은 COPE와 SCOAP3라는 협력프로그램에 참여하거나 또는 개별적인 도서관차원에서 오픈액세스 학술지 출판비용을 지원하고 있었다. COPE 참여 대학도서관의 경우 하이브리드 오픈액세스 학술지에 투고하는 논문에는 APC 지원을 거의 하지 않고 있었다. 이에 비해 개별적으로 기금을 지원하는 대학도서관은 하이브리드 학술지 투고논문에 대한 APC 지원에 조금 더 관대하였다. 또한 기금 지원이외의 오픈액세스 학술지 출판과 관련하여 대학도서관은 저자의 논문투고 과정에서의 저작권 협상 지원, 발행과정의 기술적인 측면, 배포를 확산시키는 역할을 담당하고 있었다.

Abstract

This paper examined the roles of academic libraries in open access journal publishing in terms of monetary supports for publication. As a result, many academic libraries have participated in the cooperative programs such as COPE(Compact for Open-Access Publishing Equity) and SCOAP3(The Sponsoring Consortium for Open Access Publishing in Particle Physics) for authors to publish their research in open access journals. Also, 13 academic libraries in North America have set up the campus-based open access author funds individually. Most of academic libraries in participating COPE did not fund for research that have been published in the hybrid open access journals. In addition to publication funds, academic libraries provided authors or scholarly societies with such services as copyright negotiation, technological supports of the publication process, and the dissemination of open access publications.
