오바마 행정부의 한반도정책: 평가와 전망

초록

이 논문의 목적은 오바마 1기 행정부의 한반도정책을 평가하고 2기 행정부의 한반도정책을 전망하는 데 있다. 평가의 기준은 설정한 정책목표를 얼마나 달성했는지 분석하는 것이다. 특히 한반도 현안문제 해결에 영향을 미치는 제약요인과 촉진요인을 파악하고, 이를 바탕으로 2기 행정부의 한반도정책을 전망하고자 한다. 오바마 1기 행정부는 한반도에서 비핵화와 비확산, 미국의 지역패권 유지 강화 및 경제적 이익 확대를 추구했다. 지난 4년간 한미관계는 최상이었으나 북미관계는 매우 악화되었다. 그 배경에는 오바마 대통령의 협력외교, 이명박 대통령의 한미동맹 중시 노선과 대북 강경책, 북한의 거듭되는 군사 도발, 미중관계 등이 작용했다. 오바마 2기 행정부의 한반도정책 목표와 기조도 이와 변함없을 것이나, 미국의 ‘전략적 재균형’ 정책, 연방정부의 재정적자, 중동사태 등의 돌발 변수, 북핵위협의 증대 등으로 정책집행 스타일은 달라질 것으로 전망된다. 소극적 대응에서 벗어나 보다 적극적 대응으로, 수동적 입장에서 보다 주도적 입장으로 바뀔 것으로 보인다. 앞으로 북핵문제 해결방식, 한반도의 달라진 안보환경에 대처하는 방안, 전작권 전환 이후 한미 간 새로운 연합지휘체계 설치문제, 미국의 미사일 방어체계에 한국의 참여문제, 주한미군의 전략적 유연성 문제, 역외지역에서의 안보협력, 북한 급변사태 처리방안, 방위비 분담, 원자력협정 개정협상, 한국의 TPP 참여문제 등을 둘러싸고 오바마 2기 행정부와 한국의 신정부 간에 협력에 못지않은 갈등이 예상된다.

Abstract

The major purpose of this paper is to evaluate the performance of the first Obama Administration’s policy and explain the prospects of the second Obama Administration’s policy toward the Korean Peninsula. The Obama Administration’s policy objectives include denuclearization and non-proliferation, pursuing the U.S. security and economic interests on the Peninsula. During the past four years of the Obama Administration, the U.S.-South Korea relations were better than ever before, while the U.S.-North Korea relations were deteriorated. Such policy outcome was facilitated by the Obama Administration’s cooperative diplomacy toward South Korea, the Lee Myung-bak administration’s emphasis on the U.S.-ROK alliance, North Korea’s heightened military provocations as well as China’s engagement in easing tensions on the Korean peninsula. Over the next four years, the Obama administration would take more assertive and active role in pursuing the U.S. interests on the Korean Peninsula than before, since the Administration already shifted 'pivot to Asia' and confronted North Korea’s ever-heightened nuclear threats. The second Obama Administration needs to cope with the U.S. fiscal constraints, North Korea’s unwillingness to give up its nuclear program, South Korea’s new security demands, and China’s more emphasis on North Korea’s stability than on sanctions against North Korea for denuclearization.
