Abstract

Objectives: Given the 2026 implementation of the Act on the Integrated Support for Local Medical and Long-Term Care Services this study identifies the core competencies and training needs of the workforce responsible for community-based integrated care for older adults in Korea. Methods: A cross-sectional online survey was conducted with 286 staff members from 12 pilot municipalities participating in the support program and examined the perceived importance, performance, frequency, and difficulty of assigned tasks, as well as competency requirements and training needs. Results: The respondents recognized the importance of tasks such as identifying priority target groups, resource mobilization, and developing integrated care plans. However, there were significant gaps between perceived importance and actual performance, particularly in program planning, establishing implementation infrastructure, and resource development. Both municipal- and local-level staff identified the need for training on policy and system understanding, client assessment and counseling, and care management. Differences in training priorities varied by organizational level and career stage, highlighting the need for tailored education. Conclusion: Integrated care requires systematic workforce development. Standardized, stepwise training programs on foundational knowledge, case management skills, and multidisciplinary collaboration are essential to enhance the competencies of local care personnel and ensure the sustainability of Korea’s integrated care system.
