초록

This study analyzes how advances in quantum technologies translate into military innovation by applying a technology-centric theoretical framework, with particular reference to Richard Hundley’s staged model. The analysis reveals that while quantum communication, quantum sensing, and quantum computing have achieved technological maturity and experimental validation, progress toward equipment and system development remains limited to certain areas. However, system-based operational concepts and corresponding doctrinal or organizational transformations have yet to emerge, indicating that quantum-driven military innovation is still confined to the early phase of equipment and system development. Nevertheless, as these technologies and systems mature, the structural potential for a gradual transition toward system-based operational concepts and associated doctrinal and organizational adjustments remains embedded. These findings imply that South Korea’s defense policy should prioritize selective entry into system development alongside sustained analysis of operational concepts, rather than pursuing an all-encompassing technological catch-up or premature institutionalization.
