본 연구는 지방자치단체의 도서관 정책을 수립하고 이를 추진하는 주체인 도서관 직원들의 의견과 인식을 조사하여 지방자치단체의 도서관 정책을 수립하는 기초자료로 활용하고자 한다. 이 도서관 직원의 인식조사를 통하여 지방자치단체는 도서관 특성화 운영의 내실화와 특성화 간의 균형 잡힌 시각에서 판단해야 하며, 신규건립보다는 리모델링 등 노후시설 개선이 우선적이며, 공공도서관의 역할과 기능의 재정립뿐만 아니라 지역 공동체와의 상생할 수 있는 도서관 정책의 수립 등의 기본 방향이 도출되었다.
Abstract
The purpose of this study is to investigate the views and perceptions of library staff, who play a central role in creating and advancing library policies at the local government level. These findings are intended to serve as foundational data, aiding local government authorities in developing informed library policies. Based on the survey of library staff perceptions, the study suggests that local governments should approach library specialization with a balanced view, focusing on enhancing both operational effectiveness and distinctiveness. The findings indicate that upgrading aging facilities through renovations should take precedence over constructing new ones. Furthermore, the study underscores the importance of redefining public libraries’ roles and functions and establishing library policies that promote harmonious engagement with the local community.
