Abstract
This study aims at exploring the crucial process of selecting sex offender victims. A rational choice heuristic model is employed to investigate the criteria and details of selecting suitable targets of sex offences in terms of offenders’ perspective. The offense behavioral characteristic of sex offenders is analyzed according to the eight steps of rational choice heuristic model. Data was obtained through Seoul Probation Office on January, 2014. The descriptions of the sex offenders included comprehensive information regarding police investigation documents, court orders, probation files, and other official records. The total number of sample for the study is 144 sex offenders who were sentenced to probation in 2012. Descriptive statistics were used to explore the characteristics of 144 sex offenders. Result demonstrated that 18% of sex offenders were engaged in an occupation as their routine life style. In addition, 7.6% of victims were working with sex offenders. Hunting fields were identified through enhanced level of visibility so that outdoor park or street were used as a contact place to sex offenders. Futhermore, vulnerable victims such as being drunk(36.8%) and handicapped(5.6%) were more likely to become a suitable targets. The preferred method by sex offender in approaching victims was to have dinner or drink with the potential victims by showing them trick or false identify(38.2%). The sex offenders were selective in choosing crime scene such as private and isolated area including offenders’ home(45.1%). Moreover, the methods of bringing victims to crime sites depended on walking(41%). 49.3% of the victims were not moved in the present study. Violent methods were used by 44.4% of total sex offenders in order to complete the sex offenses at the last stage of rational choice heuristic model. Further policy implications will be discussed.
