Abstract

This study aims to re-examine the characteristics of major archaeological and cultural heritage sites in Chungju, the core area of the Jungwon Historical and Cultural Zone, and to propose linkage strategies for systematic conservation, management, and utilization at the regional scale. This discussion is situated within the context of the enforcement of the Special Act on the Maintenance of Historical and Cultural Zones. The Jungwon Historical and Cultural Zone is not the cultural sphere of a single political entity, but a integrative cultural space in which multiple historical and cultural layers from Mahan to Unified Silla overlapped through the Namhan River waterway and inland transportation networks. However, the zone still suffers from low public recognition and an abstractly perceived identity. Therefore, identifying core sites that can concretely demonstrate its historical value and establishing linkage strategies among these sites are essential tasks. This study identifies three core zones in Chungju: the Jungangtap-myeon area, the Tangeumdae area, and the Chungju-eupseong area. The Jungangtap-myeon area, where numerous sites from the Tappyeong-ri settlement to the Tappyeong-ri Seven-story Stone Pagoda are concentrated, clearly demonstrates the layered historical and cultural strata of Baekje, Goguryeo, Silla, and Unified Silla. The Tangeumdae area, centered on the Chilgeum-dong iron production site and Tangeumdae earthen fortress, represents a space where iron production, the Namhan River waterway, and Baekje’s local governance intersected. The Chungju-eupseong area illustrates the historical continuity from the ancient administrative center of Jungwon-gyeong to the medieval and early modern historical city of Chungju. To organically connect these three zones, this study proposes three major strategies: integrated management based on the Historic Urban Landscape approach, strengthening the identity and public recognition of the Jungwon Historical and Cultural Zone, and establishing community-driven heritage utilization models. This approach moves beyond the preservation of individual heritage sites and seeks to restore a regional historical and cultural environment in which heritage, space, and people interact. Ultimately, it can contribute to building a sustainable, citizen-centered model for the conservation, management, and utilization of historical and cultural zones.
