Abstract
Pension reform proposed by the World Bank under the rubric of reforming the state welfare program consists mainly of change from the Pay-As-You-Go (PAYG) system to the Funded pension system and the increased role of private pensions. This paper investigates how the two different pension systems will affect social solidarity. Modern solidarity is closely related to modern democracy as people’s sovereignty, and its realization is faced with two problems in reality: how to comprise individuals in a non-anarchistic way and how to decrease social exclusions which are on the increase due to the spread of capitalism and the functional diversification of the society. A solution to these problems presupposes the existence of a social welfare state in the modern constitutional framework. That is, a welfare system can promote social solidarity by decreasing social exclusions, which is to say to decrease the proletarianization of the society, and by making possible the political participation of the socially disadvantaged. In both of the above aspects, the PAYG system is superior to the Funded system. The PAYG system, which is based on income transfer between successive generations, has the effect of weakening the dependence of an individual’s pensions on the market; the opposite is the case for the Funded system. Also, the PAYG system has wider room for individuals’ participation in the political processes, as the working of pension in this case ultimately hinges upon political decisions; in contrast, the Funded system, where funds are managed by a few specialists and the rate of return is the highest concern, weakens democratic controls of the pension system. All in all, the PAYG system seems more appropriate to the fundamental aim of the welfare state, which is nothing but to increase social solidarity.
