MTCR has also played an important role in the missile control from its establishment. Accordingly MTCR is symbolized as the oldest and comprehensive regime to control missiles and related technologies. On the premise that, this paper deals with the followings. Firstly, section ‘Ⅱ’ provides the historical account of the MTCR's creation and development. Secondly, section ‘Ⅲ’ provides the main contents of the MTCR. Thirdly, section ‘Ⅳ’ examines the limitations of the MTCR. Lastly, section ‘Ⅴ’ presents the way to supplement the limits through the examinations as it mentioned above. Throughout the examinations and analyses, as it mentioned above, this paper comes up with the conclusions as followings. ① International society should preferentially put the effort to conclude the comprehensive disarmament treaty to control the use, acquisition, transfer, production, manufacture of missile. ② For the second best policy, International society should lead other missile developing countries such as Pakistan, Iran, Iraq, India and North Korea to be the member of MTCR partners. ③ Due to the fact that the threat of cruise missile are increasing, the guidelines of MTCR should be amended for the efficient disposal. ④ There should be a regime of verification for the effective performance.
