Abstract

This study examined the publishing governance for the revitalization of the book culture ecosystem, and proposed a plan by analyzing its characteristics and problems, focusing on the composition of the board of directors of the KPIPA. In order to revitalize book culture, an ecological perspective that solves problems from an integrated perspective and organic connection of various actors in the ecosystem must be applied, and it is sustainable with the cooperation of various members of the ecosystem. As a result of the study, first, the board of directors is composed mainly of publishing organizations and publishers. Second, there is no participation of various stakeholders from the perspective of the book culture ecosystem, such as authors, publishers, bookstores, libraries, and readers. Third, the composition and operation of the board of directors is male-dominated, and as a public institution, it does not comply with the Gender Equality Act. Fourth, there is a structural problem with the regulations of the executive nomination committee in the articles of incorporation of the KPIPA. Fifth, the Ministry of Culture, Sports and Tourism, which is responsible for changing bad governance to good governance and cooperative governance, failed to properly fulfill its role as a mediator.
