본 연구는 대전형 통합돌봄사업의 자활사업단 및 자활기업이 수행하는 영양급식 지원사업의 공급력을 강화하기 위한 전략을 도출하였다. SWOT 분석을 통해 제공기관의 강점과 약점을 분석하고, 외부요인으로부터 겪는 위협과, 『의료･요양 등 지역돌봄 통합지원법』 시행에 따른 기회 요인을 고려하여 정책적 제언을 제시하였다. 대전형 통합돌봄 사업 내 영양급식 지원사업을 수행하는 자활사업단 및 자활기업의 제공기관 담당자를 인터뷰하여 주요 제언으로는 차별화된 서비스 강점을 활용한 경쟁력 강화, 운영 효율성 제고를 위한 표준화 및 공동메뉴 개발, 공공사업 진출 및 민간 연계 확대, 지자체의 지속가능한 지원체계 마련, 외부 계약 환경 개선, 이용자의 적극적 참여와 지역사회 연계 강화 등을 제시하였다.
Abstract
This study aims to enhance the supply capacity of the nutritional meal support program implemented by self-sufficiency enterprises and businesses participating in the Daejeon Community-Care Project. A SWOT analysis was conducted to identify internal strengths and weaknesses as well as assess external opportunities and threats. With the enactment of the Integrated Medical Care Support Act, the integration of healthcare and social welfare services is expected deepen, positioning nutritional meal services as a key component of integrated care rather than a basic meal provision. To ensure the sustainability of service providers, the following policy recommendations are proposed: (1) enhancing competitiveness through service differentiation, (2) improving operational efficiency via standardization and collaborative menu development, (3) increasing participation in public projects and fostering parnerships with the private sector, (4) establishing sustainable support mechanisms at the municipal level, (5) improving contract terms with external institutions, and (6) promoting active user participation and community engagement. Leveraging institutional support, strengthening collaborations, and developing integrated service models, can facilitate the transformation of nutritional meal support services into a vital component of community-based integrated care. Policy efforts are necessary to ensure the long-term sustainability of these services within the broader social welfare framework.
