청소년 기후행동으로서 탄소중립 정책 제안 활동 사례 연구: 행위주체성 개념을 중심으로

본 연구에서는 청소년의 기후행동의 한 형태로서 지역사회 정책 참여 활동의 의미를 행위주체성 형성의 관점에서 분석하고자 하였다. 이를 위해 B청소년활동진흥센터 및 지자체 협력을 통해 청소년 탄소중립 정책단 활동을 실시하였다. 사례 연구에서는 청소년 참여 실행연구의 관점에서 청소년의 주도성을 확보하고, 청소년의 행위주체성 형성을 지원하기 위한 전문가(연구자, 청소년지도자, 정책전문가, 기후활동가 등)의 역할을 설계하였으며, 총 10차례의 활동이 이루어졌다. 사례 분석 결과 청소년의 지자체 탄소중립 정책 제안 활동 과정에서 행위 주체성 형성의 맥락은 첫째, 환경에 대한 개별적 관심에서 나아가 기후 위기, 탄소중립정책 중요성을 인식하고, 청소년 미래 비전을 공동으로 제안하는 과정에서 확인하였다. 둘째, 정책에 대한 행위 주체성은 지자체에서 수립 중인 탄소중립 정책에 대한 학습과 토론을 거쳐 청소년의 시각에서 청소년이 필요로 하는 정책을 제안하는 과정에서 형성되었다. 셋째, 이러한 과정에서 정책 의사결정에 있어 청소년의 역할을 학습하였다. 청소년이 제안한 탄소중립 정책은 크게 두 가지 측면에서 의미를 가진다. 첫째, 지역사회의 미래 비전을 청소년의 시각에서 도출해 감으로써 변화하는 사회의 주체로서 청소년의 역할을 보여주었다. 둘째, 온실가스 감축 목표 중심의 지자체 계획에서 청소년들의 요구를 실현하고, 스스로 참여하고 싶은 정책이라는 새로운 청소년 중심성 틀을 보여주었다. 결론적으로, 본 사례연구를 통해 청소년들은 기회가 주어지면 기후 문제와 지역사회 정책에 대해 스스로 목소리를 낼 수 있는 역량이 있음을 확인하였다.
Abstract
This study aimed to address the significance of youth’s community policy engagement activities as a form of youth climate action. To do so, the study designed a youth carbon neutrality policy engagement activity in collaboration with the youth center and local government in B area. Consisting of ten sessions, the case study adopted a youth participatory action research approach to ensure youth-driven processes and to facilitate the youth to develop a sense of agency by embedding the role of experts such as researcher, youth worker, policy expert and climate activist. The analysis of the case study showed the contexts in which youth agency was developed in two aspects. Firstly, in spite of the initial differing degree, the youth were able to develop their awareness of the climate crisis and the need for a carbon neutrality policy. Secondly, the youth’s agency related to the policy was understood as they became engaged with discussing the local government’s plan and proposing a policy that they think as necessary from their own perspectives. Thirdly, the youth learnt about the role of the youth in the policy-making processes. The study also found the youth policy proposal significant in two aspects. Firstly, it showed the role of youth as agents for social change by proposing a youth vision for the community where they live. Secondly, it embedded a youth-centered framework; that is to say what youth want and participate actively, into the local government’s plan which was oriented into the target for carbon dioxide reduction. In conclusion, the case study showed that the youth had a capability to make their voices heard about climate issues and local community when there is an opportunity to do so.
