본 연구는 장애연금 수급자들의 사회경제적 특성 파악과 재활서비스 요구도 및 이용 현황을 분석하고 있다. 첫째, 본 연구는 장애연금 수급자들의 실태 파악과 관련하여 이들의 주요 사회인구학적 그리고 경제적 특성들을 살펴보았다. 둘째, 본 연구는 의료재활과 직업/사회재활에 있어서 장애연금 수급자들의 요구도 및 이용 수준을 분석하였다. 분석 결과는 장애연금 수급자들의 재활서비스 요구도 수준에 비해 재활서비스 이용 수준이 낮게 나타남으로써 장애연금 수급자들의 재활서비스 욕구가 충분히 실현되지 못하고 있음을 시사하고 있다. 분석 결과는 또한 현재 장애연금 수급자들이 생계유지와 함께 충분한 재활치료를 받기에는 매우 어려운 경제적 상황에 있음을 보여 주고 있다. 본 연구의 분석 결과는 장애연금 수급자들을 대상으로 한 성공적인 재활사업을 구축하기 위해서는 이들이 재활프로그램에 참여하는 동안 본인과 가족의 생계보장과 관련된 적절한 대책을 마련하는 한편 재활서비스의 효과성에 대한 체계적인 평가를 수행할 필요가 있음을 시사하고 있다.
Abstract
This study analyzed socioeconomic characteristics of disability pensioners and their needs and utilization of rehabilitation services. First, this study examined the socio-demographic and economic characteristics of disability pensioners. Second, this study also analyzed the needs and utilization of rehabilitation services of disability pensioners. The data showed that, compared to their needs for rehabilitation services, disability pensioners did not sufficiently utilize rehabilitation services. The data also indicated that disability pensioners had difficulty utilizing rehabilitation services adequately due to economic hardship. To establish a successful rehabilitation system, this study shows the importance of providing adequate economic security for both disability pensioners and their family members during rehabilitation and systematic evaluation of the effectiveness of rehabilitation services.
