Abstract

This study examines the effects of emergency managers’ improvisation and ICT utilization on disaster response competencies(DRC). Using survey data collected from Korean local emergency managers(LEMs), the author tests key hypotheses based on a hierarchical multiple regression analysis. The results indicate that improvisation and ICT utilization are positively associated with DRC. There is no pattern of moderating effects of ICT utilization between improvisation and DRC. However, a three-way interaction of improvisation, ICT utilization, and self-efficacy was positively related to DRC. The findings suggest that central and local governments are required to promote a scenario-based participatory learning for capacity-building on LEMs and to create agile emergency management organizations. This study also emphasizes investments in local information service projects related to emergency management, ICT skills trainings for LEMs, and expansion of autonomy and exemption from proactive public administration for LEMs.
