연구 목적: 2022년 북한은 극초음속 미사일을 개발한다면서 시험 발사를 하였고 단거리와 중거리 탄도미사일 발사로 군사적인 도발을 계속하고 있다. 이러한 상황에서 한국의 전시작전통제권의 개념과 연기과정을 살펴보고 한미연합사가 필요한 지를 살펴보고 대안을 찾고자 하였다. 연구 방법: 국내와 해외의 문헌을 면밀하게 조사하였다. 연구 내용: 북한의 도발은 여전히 계속되고 있으며 남북 합의를 위반하였다는 문제제기에 대하여 침묵으로 일관하고 있다. 한국의 안보상황을 분석하고 작전통제권과 한미연합사에 대해서도 고찰하였다. 한미연합사는 북한이 6･25전쟁과 같은 전쟁을 다시 일으키는 것을 막는데 크게 기여하였고 한미동맹의 상징이 되었다. 결론 및 제언: 안보를 확보하고 지휘통제권의 신속화를 확보하며 주한미군을 활용하여 실리를 추구하는 전략이 필요하다. 한미연합사를 유지하고 전시작전통제권을 연기하여야 한다.
Abstract
In 2022, North Korea conducted a test launch of a hypersonic missile, claiming that it was developing a hypersonic missile, and continues military provocations by launching short and medium-range ballistic missiles. In this situation, the concept of wartime operational control in Korea and the postponement process were examined, and the ROK-US Combined Forces Command was needed to find an alternative. The domestic and foreign literature was thoroughly investigated. North Korea's provocations are still continuing, and it remains silent on the issue of violating the inter-Korean agreement. The security situation in Korea was analyzed and operational control and ROK-US Combined Forces Command were also considered. The ROK-US Combined Forces Command greatly contributed to preventing North Korea from re-initiating a war like the Korean War and became a symbol of the ROK-US alliance. A strategy is needed to secure security, speed up command and control, and pursue practical benefits by utilizing the USFK. Maintain ROK-US Combined Forces Command and postpone wartime OPCON.
