재해경감활동 활성화를 위한 제도적 방안 모색

본 연구는 재난의 위험이 높아지고 피해 규모가 점차 광범위해지는 상황에서, 민간 공공의 재해경감활동을 지원하기 위한 제도적 방안을 모색하는 것을 목표로 하였다. 이를 위하여 재해경감활동 관련 실무자와 전문가를 대상으로 2차에 걸쳐 설문조사를 시행한 결과 실무자들은 기업홍보, 국제표준 인증, 시범사업 확대, 중앙정부 정책과의 연계, 인증시험체계의 순으로 개선해야 한다고 답하였고, 전문가들의 경우 법령 및 기준보완, 기업홍보, 안전문화 확산, 시범사업 확대의 순으로 개선해야 한다고 답하였다. 이 같은 결과는 재해경감활동 지원 정책 중 대상자의 인식을 개선하는 방안이 가장 시급하다는 점, 국제표준을 인증하는 방안이 중요하게 다뤄지고 있다는 점, 중앙과 지방, 정책과 정책 간 연계뿐만 아니라 각종 관련 법･제도의 보완을 통해 이루어져야 한다는 점을 시사한다.
Abstract
This study aimed to find institutional measures to support the disaster mitigation activities of the private and public in a situation where the risk of disaster increased and the scale of the damage became increasingly widespread. As a result of conducting a survey on practitioners and experts related to disaster relief activities, the practitioners have to improve their corporate publicity, international standard certification, expansion of pilot projects, linkage with central government policy. And experts said that they should improve in order of supplementing laws and standards, promoting companies, spreading safety culture, and expanding pilot projects. The results show that the most urgent measures are to improve the awareness of the respondents in the disaster relief activities support policy, the way to certify the international standards is important, the linkages between the central and local governments, policies and policies, suggesting that it should be done through supplementing the system.
