오늘날 능력주의(meritocracy) 개념은 한편으로 공정한 사회질서를 만들기 위한 개혁적 장치와 새로운 불평등의 질서를 만들어 내는 파괴적 장치의 인상을 동시에 드리우고 있다. 이처럼 상반된 인상이 공존하는 상황은 이미 마이클 영(Michael Young)의 저작에서 노정되었던 바라 할 수 있다. 이 글에서는 이러한 두 얼굴의 능력주의에 대하여, 근대 시민 혁명기의 민주주의와 공화주의의 대립 논쟁과 20세기 영미에서의 교육 개혁과 맞물린 사회적 논의를 검토함으로써 능력주의 체제의 기반을 이루고 있는 ‘기회의 선취’라는 문제를 분석하고 있다. 전자에 관해서는 1787년의 미국 제헌회의와 1792년부터 1795년까지 프랑스 국민공회에서 있었던 논쟁의 과정을 중심으로 살펴보고, 후자에 관해서는 1944년 영국 교육법을 통한 학제 개편과 미국의 1958년 국방 교육법 제정 등을 통한 교육과정 개편을 둘러싼 논의의 과정들을 주로 살펴보고 있다. 능력에 의한 차등적 대우는 사람들이 공정한 사회질서 속에서 유일하게 납득할 수 있는 불평등의 장치로서 사회발전에 있어 중요한 의의를 가질 수 있지만, 오늘날의 능력주의 체제는 기회의 연쇄로 이루어진 사회적 삶의 과정에서 미래로 이어지는 특정 기회의 경로 자체를 체계적으로 차단하는 역할을 수행함으로써 새로운 공정성 논란을 유발하고 있는 것으로 평가할 수 있다. 이 글에서는 능력주의를 둘러싼 문제의 구조가 법철학 분야에서 전통적으로 다루었던 권위의 정당화 문제의 구조와 다르지 않다는 점을 확인하고, 이러한 사실로부터 능력주의 체제의 문제를 해소하기 위한 단서의 도출을 시도하고 있다.
Abstract
The concept of meritocracy has two conflicting images simultaneously: One is of reform heading for a more fair society, while the other is of self-destruction depriving a democracy of the social mobility. Actually the two-faced picture of meritocracy was already anticipated by the work of Michael Young, The Rise of the Meritocracy (1958). In this paper, I will discuss this concept via the two different issues of the debate: One is the eighteenth-century debate between the democracy and the republican idea of representation, or simply republicanism, the other is the twentieth-century, and on-going as well, debate concerning the ideal of education, that is, the debate on the issue of quality versus equity in education. The first debate in the field of history of political thought will be examined from the records and works produced at the times of American and French Civil Revolutions. The second debate in the field of history of education will be researched focusing on the educational reforms in the UK and in the USA, where the Education Act of 1944 and National Defense Education Act of 1958 were put in force respectively. This paper will suggest that the structure of the problem concerning the issue of meritocracy is not so different from the structure of the problem within the well-known issue of justification of authority.
