What Kind of Global Talents do Korean SMEs Wish to Hire?

This study examines South Korea's foreign talent attraction policies and identifies a critical need for a paradigm shift from low-skilled workers to high-skilled individuals. By analyzing the preferences of Korean venture companies and comparing them to international best practices, this research underscores the necessity for the urgent need for change in Korea’s foreign manpower policy. Key recommendations include the importance of inter-ministerial collaboration between the Ministry of Justice and various economic departments in policies aimed at attracting high-quality foreign talent, emphasizing policy considerations for attracting top-tier global talent and calling for the development of support for accompanying family members, and suggesting the creation of a platform that connects foreign talent with employment opportunities in startups.
