디지털전환(DX)에 이어 인공지능 대전환(AX) 시대에 ICT의 역할이 더욱 확대되고 있는 가운데, ICT분야에의 R&D투자와 그 효과를 파악하는 것은 R&D정책과 투자예산 의사결정에 주요한 시사점을 준다. 이에 본 연구에서는 국가레벨의 ICT R&D 투자 파급효과를 수행하였다. 분석결과 ICT 연구개발투자에 대한최종수요를 가정할 경우 예상되는 생산유발효과는 18조 2,126억 원, 부가가치유발효과는 7조 6,258억원, 고용유발효과는 61,536명의 고용이 창출될 것으로 추정된다. 한편 ICT 투자의 경제적 영향측면에서투자 규모가 클수록 생산과 부가가치, 고용 모두에 긍정적인 영향을 미치는 것으로 나타나, ICT 분야의 투자 확대가 경제 성장에 기여할 수 있음을 보여주고 있다. 특히 방송통신서비스 부문이 정보통신방송기기부문보다 더 큰 경제적 효과를 발휘하는 것으로 나타나, 해당 부문에 대한 지원과 투자를 강화하는 전략이필요할 수 있다. ICT 특성상 ICT 투자는 생산성 향상에 더 큰 영향을 미치는데, 이는 ICT R&D가 새로운기술 발전을 주도하는 동안 ICT 투자는 생산활동상의 프로세스를 간소화하고 운영 효율성을 향상시킨다는것을 시사하고 있다.
Abstract
As the role of ICT expands in the era of digital transformation (DX) and the AI transformation (AX), understanding R&D investment and its impact in the ICT sector offers key implications for R&D policy and investment budget decision-making. Therefore, this study examined the ripple effects of ICT R&D investment at the national level.Assuming final demand for ICT R&D investment, the analysis estimates that the production inducement effect will be KRW 18.2126 trillion, the value-added inducement effect will be KRW 7.6258 trillion, and the employment inducement effect will create 61,536 jobs. Meanwhile, in terms of the economic impact of ICT investment, the larger the investment, the more positive the impact on production, value-added, and employment. This demonstrates that increased investment in the ICT sector can contribute to economic growth.In particular, the broadcasting and communications services sector appears to have a greater economic impact than the information and communications broadcasting equipment sector, suggesting a strategy to strengthen support and investment in this sector. Given the nature of ICT, ICT investment has a greater impact on productivity growth. This suggests that while ICT R&D drives new technological developments, ICT investment streamlines production processes and improves operational efficiency.
