With dramatic economic growth and urban transformation, Shanghai is at the turning point of industrialization and starts the post-industrial process. Several strategic options are available: making of an international financial hub, becoming a regional center of logistics, activating cultural creativity to foster a leading creative city… Keeping a certain space of manufacturing industries is equally important in term of system resilience of the city. By observation of 15 industries based on innovation, scale, concept and headquarter, this paper proposes accordingly R&D, supply chain, creativity and market related public policies to facilitate the growth model shift process through which Shanghai will be transfigured into a post-industrial metropolis.
