The Pancasila Industrial Relations and the New Order Regime’s Views on Society

초록

Abstract

수하르토 정부는 인도네시아 국가철학인 빤짜실라가 추구하는 모든 단체 간의 조화와 사회질서, 합의와 만장일치를 통한 민주주의라는 원칙을 바탕으로 노조와 기업의 관계를 조화롭고 가족적인 것으로 정의한 빤짜실라 노사관계를 산업현장에 적용시켰다. 이 노사관계의 특징은 노조의 고용주에 대한 노조투쟁이 빤짜실라를 구현한 화목한 노사관계와 부합하지 않는다고 보고 노사 문제가 발생할 경우 노사정위원회를 구성해, 노사정이 만장일치를 거쳐 원만한 합의에 도달하게 한다는 것이다. 그러나 실제로 고용주의 정부측 인사 매수 등 부정부패가 발생하고, 합의기간이 2년에 도달하는 등 노사문제는 공정하고 효율적으로 실행되지 못하였으며, 실질적으로 합의과정에서 일방적 희생을 요구당한 노동자들이 빤짜실라 노사관계에 대한 불만을 지속적으로 표출해왔다. 이러한 빤짜실라 노사관계에 대해 선행연구에서는 수하르토 정부가 노조를 탄압하고 외국투자에 호의적인 기업환경을 창조하기 위해 전략적으로 고안해 낸 산물이라는 의견이 대세였다. 그러나 이 노사관계가 이미 수카르노 시대에 군부가 공산당의 노조기구와 계급투쟁론에 대항하기 위해 만들어낸 정치적 산물이었다는 것은 기존연구에서도 어느 정도 연구되었다. 그럼에도 불구하고 기존 학계에서 왜 수하르토 정부가 수카르노 시대 군부가 만든 노사관계를 이데올로기 전쟁이 종료한 시기에도 적용했는지에 대해서 보다 깊은 연구가 필요하다. 이러한 관점에서 본 논문은 수하르토 정부의 빤짜실라 노사관계는 신질서와 군부의 사회와 대중에 대한 뿌리 깊은 불신과 사회를 통제하려 한 관점에서 실시한 다양한 군중정책의 일환으로 도입되었다는 것을 밝힌다.
