중국 공식문서로 살펴 본 중국의 대 ASEAN 정책 변화: 개혁개방부터 자유무역협정까지

Changes in China's ASEAN Policy through the Examination of Official Documents: from the Reform and Opening Up to FTA

초록

This paper aims to analyze the changes in the Chinese leaders’ perception on ASEAN and to show differences between their perception and policy implementation through the official documents released by the Chinese Communist Party and its Government. From the beginning of the Chinese economic reform, ASEAN has always been strategically significant in all the aspects such as politics, security, and economy. After the economic reform, the Chinese leaders’ perception on ASEAN can be divided into three stages: i) the early period of economic reform with its gradual opening of the door to the outside world (1979-1990); ii) the period of complete opening (1991-2000) and; iii) the era of Free-Trade Agreement (2001-2011). Interestingly, the contradiction is found between the Chinese leader’s perception and the actual policy implementation on ASEAN. Even though the leader’s perception had made a gradual change from putting a lot of weight on domestic politics and security issues to international level of economic cooperation, it was not until the period of free-trade agreement that the actual pro-economic cooperation policy was implemented. This contradiction could be explained by both internal and external factors such as political transitions occurred in China or China’s circumstances in the world during that period.
