2006년 5·31 지방선거는 예상한 대로 여당의 참패와 야당의 압승으로 결과가 나왔다. 이러한 결과는 본질적으로 정부여당의 실정에 대한 유권자의 심판에 기인한 것임에 틀림이 없다. 그럼에도 불구하고 지역주의 정당체제 하에서 지방선거가 내재하고 있는 중간평가적 요소가 최대한으로 표출된 측면도 배제할 수 없다. 본 연구의 참여관찰 대상이었던 대전시장선거도 정부여당에 대한 유권자의 중간평가가 반영된 선거였다. 그러나 미시적으로 관찰하면, 다른 요인들이 매개하고 있음을 볼 수 있다. 즉 박근혜 대표의 피습이라는 우연적인 사건의 발생과 그에 따른 감성정치의 위력, 여당후보의 정당중심적 선거운동과 중앙당의 과도한 선거개입, 그리고 야당후보의 네거티브 선거운동 등이 선거결과에 일정 정도 영향을 미쳤다고 할 수 있다. 특히 이번 선거는 ‘정책은 없고 감성만 있는 선거’, ‘후보는 없고 대표만 있는 선거’였다. 따라서 이번 선거는 더욱 중간평가적으로 치뤄질 수밖에 없었던 것이다.
Abstract
In 5·31 Local Election of 2006, the ruling party completely lost and the opposition party won as we expected. This result actually originated from the voters punishment on the government and the ruling party’s maladministration. In spite of this, it cannot be ignored that the term appraisal, which is inherent in local election, was as much as exposed. City council Election of Daejeon, focused in this research, reflected the midterm evaluation of voters on the ruling party. However, in a micro-level, the other factors should be interrelated. Thus, unexpected incidents such as assault on Park, Geunhae, who is a leader of the opposition party and influence of emotional politics resulted from the assault, party-oriented electoral campaign of the ruling party’s candidate, extreme intervention of central party, and negative campaign of the opposition party’s candidate seemed to influence on the outcomes. In particular, this election can be defined as “emotional election without policy” and “the leader only exists without the candidate.” Therefore, this election was more likely to be characterized as midterm evaluation.
