정부규제기구 변화의 정치: 금융위원회의 사례분석

초록

본 논문은 정부규제기구의 설계 및 개편을 둘러싸고 정치적 이해관계자들의 갈등이 크게 부각된 금융위원회의 사례를 정치적 접근에 의해 분석함으로서 우리나라 정부규제기구에 대한 주요 정치행위자들의 전략적 선택의 문제를 이해하고자 하였다. 구체적으로 정부규제기구의 조직유형, 규제권한, 규제절차의 변화에 있어서 나타나는 정치행위자들의 영향을 분석하였다. 사례분석 결과 조직유형은 국무총리 소속형과 부처소속형을 두고 대통령, 관료제, 국회의 영향이 가장 크게 작용하였으며 규제권한은 감독기관들의 관료정치, 규제절차는 다른 정치행위자들에 비해 국회의 영향이 직접적으로 확인되었다. 이러한 금융위원회의 사례분석을 통해서 우리나라의 규제기구 변화가 정치적 접근에 의해 많은 부분이 설명될 수 있음을 확인하였으며, 이는 정부규제기구에 대한 설계 및 개편 시 규제정치상황을 고려한 차별적인 접근이 필요함과 동시에 성공적인 규제집행을 위해서는 정부규제기구에 대한 조직적 관심이 필요함을 시사한다.

Abstract

This paper presents a case study of government regulatory apparatus change that it is Finance Commission(FC). This study is an effort to understand government regulatory apparatus by political approach that it emphasizes a great influence of political actors - presidents, bureaucracy, the national assembly, interest groups. The political approach has important consequences for the content and direction of government regulatory apparatus design and redesign. Through the analysis of the case, this study ascertains political influences of presidents, bureaucracy, the national assembly, and interest groups on the regulatory organizational structure, regulatory authority scope, and regulatory procedures. Especially, the politics of regulatory change differ from three things - therefore the changes of regulatory apparatus reveals particular forms.
