Abstract

This paper examines the research trends in the 21st-century Chinese academic studies on the government system of Goguryeo, focusing on Gao Fushun's Research on the Central Administration of Goguryeo. Gao categorizes the developmental process of Goguryeo's administrative system into the periods of the founding era, Han and Wei Dynasties, Jin and Sui Dynasties, and Tang Dynasty. This periodization is not based on the historical progression of Goguryeo but rather on the contents of Goguryeo-related sections in Chinese historical records. Notably, the distinction between the founding era and the Han and Wei periods is ambiguous both chronologically and in terms of available historical records, posing challenges in understanding the early administration of Goguryeo. The Jin and Sui period corresponds to what the Korean academic community generally identifies as the mid-period of Goguryeo (4th–5th century). Unlike Korean scholars, Gao groups the Book of Wei with the Book of Zhou and the Book of Sui to understand the administrative structure of the time. He links the roles of "Xing" (兄) and "Shizhe" (使者) with the five regional divisions of Goguryeo, interpreting them as representing different social strata. However, his tendency to interpret historical records subjectively or overgeneralize specific sources leads to a dichotomous view of the administrative structure. The Tang period corresponds to the late Goguryeo era (6th–7th century), and Gao bases his analysis on the content of the History of the Yuan Dynasty's Goryeo Section. In an effort to align with the Tang Dynasty's nine-rank system, he fills in the missing ranks with specific titles, though these assignments are often questionable in their historical accuracy. Additionally, his view that the position of Daedaero (大對盧) was replaced by Makriji (莫離支) after the coup led by Yeon Gaesomun differs from the Korean academic perspective, which sees them as coexisting. Gao's research is primarily grounded in understanding the changes in Goguryeo's ruling class and the corresponding administrative shifts. While this approach is not inherently flawed, his methods of utilizing and interpreting historical sources often overlook temporal and personal dynamics, raising issues in his analysis.
