중국 농촌의 바이오에너지 이용 실태와 전망

바이오에너지는 바이오매스에서 유래한 모든 에너지의 통칭이다. 바이오매스는 직접 에너지로 이용할 수도 있지만 다양한 형태로 변환하여 이용하는 경우가 많다. 이러한 바이오에너지에 대해 최근 관심이 증폭하고 있다. 그 이유는 바이오에너지가 화석연료의 고갈에 대비한 대체 에너지로서의 가능성을 갖고 있다는 점과 화석연료의 사용에 따른 환경오염을 줄일 수 있다는 점 때문이다. 중국은 세계 제2위의 에너지 소비대국으로 변모했고, 환경오염은 가장 심각한 수준에 처해 있다. 이런 상황에서 중국 정부가 바이오에너지에 관심을 갖는 것은 당연하다. 이러한 관심의 결과는 2005년 2월 제10회 전국인민대표대회 상무위원회 제14차 회의에서 ‘재생가능에너지법’의 제정으로 나타났다. 동법은 재생 가능 에너지로서 바이오매스의 개발과 이용, 관련 작물의 생산 등을 적극 장려하고 지원하는 내용을 담고 있다. 특히 에너지 공급이 취약한 농촌에서의 바이오에너지 활용에 주력하고 있다. 중국의 에너지와 환경문제는 이제 중국만의 문제에 그치지 않는다. 세계 에너지시장에 막대한 영향을 미치고 있을 뿐만 아니라 에너지 소비의 대부분을 수입에 의존하고 있고, 중국의 환경변화에 직접 영향은 받는 우리나라로서도 관심을 가질 수밖에 없다. 이에 본고에서는 중국 농촌의 바이오에너지 활용 현황과 전망을 살펴보고 우리에게 주는 시사점이 무엇인지를 찾아보려 한다. 바이오에너지의 범위를 좁혀 에탄올, 농산 및 임산 바이오매스 등의 생산과 활용을 중심으로 고찰할 예정이다.
Abstract
The chinese government has been emphasizing the use of bioenergy for the stability of national energy supply and demand, the improvement of environment, and the development in rural areas. By establishing the China Renewable Energy Law in 2005, the Chinese government integrated diverse governmental systems to provide help in developing as well as consuming bioenergy. This paper investigates the usage of ethanol, agricultural biomass, and woody biomass, all of which have already passed the stage of energy conversion. The result indicates that the supply of biomass fuel or energy will increase significantly in the areas which have affluent biomass resources and/or in the areas that receive some governmental support. But, from the national viewpoint, the supply is not likely to increase significantly within the near future because the production of biomass energy, which would compete against food consumption, will cause the price increase of biomass resources, that is, agricultural products.
