Abstract

This study compares the tariff systems of 9 countries which are Korea’s FTA negotiation partners. The data used in this study are mostly HS 10 digit level tariffs schedule for each country. Many countries apply non-advalorem tariffs. The United States and the European Union apply non-advalorem tariffs to 1,120 and 999 items, respectively. However, only advalorem tariff rates are utilized to calculate average tariff rates. Developing countries tend to maintain higher tariffs than developed countries. It is recommended that the Korean government make a request list for the countries which maintains high tariff barriers. Non-advalorem tariffs are also strongly required to be eliminated or reduced in a transparent manner.
