본 연구는 능동적 정보공개 실현을 위해 사전정보공표 서비스의 업무 전 과정을 분석하고, 이용자 요구 분석과 업무 구조 분석을 통합하여 개선 요소와 지능화 방안을 도출하는 것을 목적으로 한다. 이를 위해 선행연구의 이용자 정보요구 분석 결과를 사전분석으로 정리하고, 행정안전부의 「사전정보공표 운영 가이드」를 기준으로 사전정보공표 업무 절차와 운영 구조를 단계별로 검토하였다. 분석 결과, 현행 사전정보공표는 수작업 중심으로 운영되어 정보 수요를 적시에 반영하지 못하고, 공표 구조의 체계성과 서비스 간 연계성이 저하되며, 심의 및 갱신 과정에서도 효율성이 충분히 확보되지 못하는 한계가 확인되었다. 이에 본 연구는 적시성 강화, 구조적 재편, 수요 기반 공개 확대, 서비스 연계 및 지속 갱신 등의 개선방안을 제시하고, 수요예측 기반 자동공표, 지능형 문서분류, AI 기반 개인정보 자동감지, 챗봇형 정보탐색 서비스 등 지능화 방안으로 구체화하였다. 본 연구는 이용자 관점의 정보요구 분석과 업무자 관점의 업무 절차 분석을 결합하여, 사전정보공표 운영 구조의 한계를 다각적으로 규명하고 실제 적용 가능한 단계별 지능화 전략을 제시하였다는 점에서 의의가 있다.
Abstract
This study analyzes the operational process of the proactive information disclosure service and derives improvement factors and intelligent strategies by integrating user demand analysis with operational structure analysis. Based on prior research on user information demand and the Guidelines for the Operation of Proactive Information Disclosure, the procedures and operational structure were reviewed step by step. The analysis shows that the current system relies on manual operations, resulting in limited timeliness, weakened structural coherence, insufficient service linkage, and inefficiencies in review and updating processes. To address these limitations, this study proposes improvement directions focusing on timeliness, structural reorganization, demand-based disclosure expansion, service integration, and continuous updating, and specifies intelligent strategies such as demand-forecast-based automated disclosure, intelligent document classification, AI-based personal information detection, and chatbot-based information exploration. This study is significant in that it integrates user-oriented and practitioner-oriented analyses to present stage-specific intelligent strategies.
