본 연구의 목적은 직업재활센터의 조직효율성을 평가하여 중증장애인을 위한 직업재활 지원 사업 수행기관 운영의 효율성을 증진시키기 위한 방안을 제시하는데 있다. 본 연구를 위해 2010년 중증장애인 직업재활 지원 사업을 수행한 직업재활센터 34개소의 평가결과 자료를 활용하였다. 조직효율성을 상대적으로 평가하기 위해 자료포락분석(DEA: Data Envelopment Analysis) 기법을 활용하였다. 조직 효율성 평가를 위한 투입요인으로 직원 인력, 직업재활 예산을 사용하였다. 산출 요인으로 취업 장애인 수, 취업확정 장애인 수, 이용자 만족도를 적용하였다. 본 연구결과 직업재활센터는 편차가 크지 않고, 6개의 기관이 효율적인 것으로 나타났다. 상대적 효율성 평가라는 한계에도 불구하고, DEA 분석은 기존 평가지표방식을 대체하는데 무리가 없어 보이며, 기관에 컨설팅 정보를 제공할 수 있는 자료를 확보하는데 유용한 방법이다. 본 연구의 주요한 시사점은 직업재활센터는 불변규모수익형(constant returns scale)으로 나타났다. 즉, 규모를 증가시키더라도, 추가적인 효율성 향상을 기대하기 어렵다는 것을 의미한다. 바꿔 말해서, 현재의 직업재활센터는 정책상으로 적정한 규모로 운영되고 있다는 것을 의미한다.
Abstract
The purpose of this research evaluates the organizational efficiency of the vocational rehabilitation center and presents the alternatives that the centers improve the organizational performance of efficiency for the severe handicapped people's vocational rehabilitation and employment. The research was conducted using secondary data from evaluation result of 34 vocational rehabilitation centers from 2010 evaluation project for the severe handicapped people's vocational rehabilitation and employment. We also used the DEA(Data Envelopment Analysis) for the relative evaluation of the organizational efficiency. Input coefficients were staff member, vocational rehabilitation budget. Output coefficients were the employed handicapped members, the employment confirmed members, and the consumers' satisfaction level. As a result, 6 vocational rehabilitation centers appeared the efficiency and the deviation degree was not mostly different. In spite of the limits on research of a relative efficiency evaluation, the DEA analysis is useful for the substitutes an existing evaluation index method and consult to the vocational centers about the information data of efficiency improvement. The meaning of this research were as follows: The vocational rehabilitation concluded the constant returns scale. That is, if though the centers increases the size, it is difficult to improve the additional efficiency. Namely, current vocational rehabilitation centers were operated Is operated on a appropriate scale.
