어업용 면세유류 연간소요한도량 산출기준 및 방법의 개선 연구

현재 면세유류의 효율적 관리 운영을 위하여 어업용 면세유류 공급기준(연간소요한도량) 산정방법을 마련하여 적용하고 있다. 그러나 어업용 선박, 시설, 기계류 등의 연간소요한도량과 실 사용량과의 현저한 차이가 매년 지속적으로 발생하고, 특히 최근에는 개별 어선ㆍ시설들의 면세유류 실사용량이 소요한도량을 초과하는 사례가 급증하고 있어 어업용 면세유류의 관리ㆍ운영상 비효율성이 야기되고 있다. 본 연구에서는 현재의 공급기준량 산정 방법에 의해 발생하는 여러 문제점들을 분석하고 이들 문제점들을 해소할 수 있는 보다 합리적인 공급기준량 산정기준 및 방법을 제시하고자 한다. 본 연구의 분석결과 공급기준량과 실사용량의 격차발생 주요 원인은 어업인 들의 다양한 어업활동 행태에 기인한 것으로 파악되며, 따라서 본 연구에서는 개별별 어업행태를 반영할 수 있는 공급기준량 산정방법을 제시하였다. 본 연구에서 제안한 방법을 도입할 경우에는 공급기준량과 실사용량과의 격차 해소뿐만 아니라 현재 많은 어선 및 어업시설들에서 나타나는 실사용량이 공급기준량을 초과하는 문제도 동시에 해소 할 수 있을 것으로 기대된다.
Abstract
Up to now, a criteria and method for determining the supply limit of the tax-exempt fuel for fisheries has been developed and applied to real-world system for efficient management and operation of the tax-exempt fuel. However, a gap between the supply limit and the real usage of the tax-exempt fuel for fisheries is still unacceptable. Moreover, there have been many unreasonable cases in which the fuel consumption exceeded the supply limit of vessels and facilities. These problems may cause an inefficiency in the management and operation of the tax-exempt fuel. In this study, some issues caused by the criteria and method for determining the supply limit of the tax-exempt fuel for fisheries will be analysed and a more reasonable criteria and method will be proposed to solve current problems. This study showed that individual behavior of fishermen can reflect the occurrence of the gap between the supply limit and the real usage of the tax-exempt fuel for fisheries and a new criteria and method for determining the supply limit of the tax-exempt fuel was proposed in this paper. A new method proposed in this study can deal with the problem of the consumption exceeded the supply limit, as well as the problem of a gap between the supply limit and the real usage of the tax-exempt fuel for fisheries.
