한국 정부의 미술치료 지원 정책에 대한 고찰

이 연구는 예술치료의 명목으로 추진되는 문화체육관광부 지원 프로그램들을 대상으로 한국 정부의 미술치료 지원 정책을 분석한 것이다. 한국의 예술치료는 80년대에 도입되어서 90년대에 이르러 단일형태의 예술치료 학회 및 기관이 등장하였고 90년대 후반에 이르러 통합적인 접근이 시도되기 시작하여 교육, 복지, 다문화등 여러 분야에서 활용되고 있으나, 상대적으로 짧은 역사를 갖을 뿐 아니라 정부의 지원 또한 다양한 형태와 목적에 따라 무분별하게 이루어지고 있다. 이로 인해 한국의 예술치료의 세부 분야 간의 갈등은 점점 심화되는 문제가 있다. 최근 예술치료의 영역이 치료와 치유라는 개념 아래 구분지어 지고 있으며 그 구분에 따라 지원의 성격과 출처가 달라져야 하는 필요성도 커지고 있다. 고로 이 연구에서는 예술치료와 예술치유의 개념을 문헌을 통해 알아보고 한국에서의 문화정책지원과 예술치료간의 관계를 고찰해봄으로써 한국 예술치료의 갈등 원인과 대안을 모색해보고자 한다.
Abstract
This paper concerns research on art therapy projects supported by the South Korea Ministry of Culture, Sports, and Tourism, which promotes and manages art therapy-related programs and budgets. Art therapy in South Korea began in 80s and developed as specific kind of art area organizations. In late 90s, it became more integrated and has been applied to educational, social welfare, and multi-cultural purposes. Government support for art therapy has been divided in different service areas with varied purposes, a system that has blurred the definition of art therapy and led to conflict between different fields. Recently, the field of art therapy is divided under the concept of therapy and healing, and the need for differentiation of the nature and origin of the support is also increasing. The purpose of this study is to investigate the concept of art therapy and art healing through the literature, and examine the relationship between cultural policy support and art therapy in Korea.
