대북지원의 효율성 제고방안

Abstract

The support for North Korea on the humanitarian level, which became serious since 1995, has been expanding from the aspects of scale and contents. However, granting the meaning of the support for North Korea must be realized from the new level since donors fatigue and the issue on effectiveness of the support are generated in the proces of the support for North Korea extending over a long period and conversion of its character to the for North Korea will restore the economy of North Korea and bring about the expansion of self-recovering power in the short term, and become the cornerstone for establishment of the peace system and unification based on such in the long term. In order to pledge efficiency of the support for North Korea as security and maintain independence in the future, the support for North Korea should aim as follows. First, establishment of a selective and flexible support strategy is necessary while aiming for the North Korean society should be expanded through the support for North Korea. Thirdly, establishment of the organic mutual-assistance structure betwen principal support bodies in order to enhance eficiency and assure continuity of the support is required.
