한‧중 ‧일 화물자동차 복합운송체계 활성화 방안

본 논문의 목적은 한·중, 한·일 간의 화물자동차 복합운송 구축현황 및 여건을 검토하고 지금까지 육상·해상 복합운송체계가 실효를 거두지 못했던 문제점들을 분석한 후, 향후 동북아시아 지역에서의 육상·해상 국제복합 운송시스템 활성화를 위한 대응전략과 발전방향을 제시하는데 있다. 2000년대에 들어서 동북아 지역의 경제교류 및 교역량 증대에 능동적으로 대응하기 위해서 한중 간에는 트럭일관수송서비스가 2007년부터 시작되었으나 양국 간의 화물수급 불균형 등의 원인으로 사업이 중단되는 어려움을 겪었다. 또한 한일 간의 화물자동차 복합운송에 있어서도 활어운반차량의 기술 결함 문제로 인해 일본의 차량만이 우리나라에 반입되고 있는 등 문제점이 상존하고 있다. 본 논문에서는 이러한 문제점 및 쟁점사항들을 분석하고, 지난 9월 한중 간에 협정이 체결된 ‘피견인 트레일러 상호주행방안’을 포함한 한· 중 및 한·일 간의 복합운송시스템 활성화를 위한 정책방향을 제시하였다. 일시 수출입자동차 운행제한 관련 법제도의 정비, 협력위원회를 통한 용어 협의, 복합화물운송장에 대한 구체적 협의 및 국제기술표준과 관련된 사항들의 원활한 협의 등이 지속적으로 추진되는 것이 필요할 것이다.
Abstract
This paper focuses on sea & land international intermodal transport in northeast Asia. First, the paper reviewed the current status of sea & land intermodal transport in South Korea, China and Japan. In general, intermodal transport service in Northeast Asia is not popular because of institutional barriers, but the service offers a possibility to improve the efficiency of a transport system by combining the various modes of transport in a way that each mode takes over that part of the total transport service that it can serve most efficient. Policy measures for revitalizing truck ferry service between Korea and China and Korea and Japan are introduced. Further, policy measures of the recently agreed trailer-chassis intermodal transport service between Korea and China are also discussed in the paper.
