Abstract
Meaning and Problems of the February 13 AccordThe U.S. and the DPRK declared mean-ingful agreement, the so-called Initial Actions for the Implementation of the Joint Statement, which aimed at ending North Koreas nuclear weapons program the February 13, 2007. It is very productive to conclude North Korea un-abandon the nuke weapons. What is more, however, the U.S. policy toward North Korea has been changed drastically. Recently, she is no longer as confident that North Korea built on that purchase and had a uranium program. Despite doubts about the February 13 accord between two countries, the United States unveiled a pretty clear answer on why the DPRK developed nuclear weapons. While the accord a full declaration of all of its nuclear activities, some question of the February 13 accord arose; i.e. ①it rewards North Korea by promising the delivery of fuel and assistance before the coun-trys nuclear capacity is dismantled. ②In par-ticular, the tested war-head of North Korea last year was not included in the February 13 acord. And ③and waiting for a more hospitable government in Washington in future with nuclear issues. In the future we must look at the road that North Korea is on today, and we do not see much future for it on this road in a lot of sense.
