and examined the forms and characteristics of national support for photography, culture and arts at home and abroad. As we all know, the government needs to take an active attitude for promoting the photographic industry in the area where the photo is speci ed in the Culture and Arts Promotion Act. Of course, there is no time to wait for policy and national support. As shown in the case of France and Britain, it is imperative to form an organization for national support and promotion. The beginning of this study comes from the divergence of the current situation where the voice of the industry is also increasing, even when the area of the picture is expanding and the utilization of the picture is rapidly increased. This can be attributed to the di erence in viewpoints of the photographs. Looking at photographs from the standpoint of communication, the area of 2D photographs is being reduced to a certain extent due to the appearance of various 3D media through smart phones and the Internet. But when you look at photos from a digital data perspective, their use is greatly expanded. First, we need to make a clear distinction between these perspectives. Professors, students, industry, and research institutes in the photographic world need to start the consensus by enlarging the area, rather than maintaining the photographic area. We need aggressive and innovative challenges through future vision. There is a need for planning power to attract government and industry support and investment. This shows not only talented artists, but also how important social and national support is in making social change. It is necessary for the government to provide diverse policies for enhancing the photographic industry’s self-sustenance policy, various programs for strengthening the base industry, and various policies for cultivating excellent human resources to support them. It is imperative that a photo promotion law is enacted and a hub of intensive research support through photography agency is urgent.
