인구학적·사회경제학적 배경에 따른 인권 제한 의식의 차이 - 공무원의 의식 조사를 중심으로 -

본 연구는 자유권에 속하는 몇 가지 인권 유형을 중심으로 인권 제한에 관한 의식 조사를 공무원을 대상으로 실시하여 인구학적·사회경제적 배경 변수에 따른 인권 제한 의식에서 차이가 나는지를 검토하였다. 5% 미만의 유의수준에서 통계적으로 의미가 있는 조사 결과는 다음과 같다. 첫째, 인신권인 신체의 자유권에 대한 제한에 있어서, 남성은 여성 보다 높은 점수를 보이고 있다. 둘째, 개인의 사생활의 자유권에 대한 제한에서, 정당 중 기타가 가장 높은 점수를 보였다. 셋째, 예술 활동의 자유권에 대한 제한에서 연령이 증가할수록 일관되게 그 제한의 점수가 증가하고 있다. 넷째, 사적 재산권을 제한하는 것에 있어서 20대가 가장 낮은 점수를 보이고 나머지는 유사한 점수를 보였다. 그리고 학력이 낮아질수록 일관되게 점수가 증가하고 있다. 다섯째, 정치에 자유롭게 참여할 권리를 제한하는 것에 있어서 50대의 점수가 가장 낮고 30대의 점수가 가장 높으며 20대와 40대의 점수가 유사한 것으로 나타났다. 여섯째, 정신적 표현의 자유권을 제한하는 것에 있어서 진보 정당으로 갈수록 그 제한 점수가 낮아지는 반면 보수 정당으로 갈수록 확연히 높아지고 있다. 일곱째, 정치적 사상의 자유권에 대한 제한에 대한 응답에서 성과 선호정당에 따른 차이가 나타났다. 즉, 남성이 여성 보다 높은 점수를 보이고 있고, 진보 정당으로 갈수록 일관되게 그 제한 점수가 낮아지는 반면 보수 정당으로 갈수록 높아지고 있다.
Abstract
This study attempts to survey differences by demographic & socioeconomic factors in public officials' consciousness of restricting human rights. The human rights considered in this study are 8 kinds of liberal human rights. The followings are results which are significant statistically. First, male has more positive tendency than female in restricting human body. Second, preference of minority party to major parties has more positive tendency in restricting rights of privacy. Third, age positively influences on restricting liberal cultural rights. Fourth, education negatively influences on restricting of private property. Fifth, age influences on restricting of political rights. Sixth, progressivism of party negatively influences on rights of mental expression and freedom of political thought. Seventh, male has more positive tendency than female in restricting rights of freedom of political thought.
