This study aims to identify several problems that the currently available TC(tour conductor) license system reports and to find out how to enhance and improve it by utilizing a qualitative approach. A group of several professors currently in charge of the module at their own universities participated in a focus group interview held at a conference room of an university on 18 December, 2015 and interchanged their opinions on the system. It turned out that the qualification of participants, the usefulness of the license and the majors of the participants(whether tourism related majors or no tourism-related ones) were the experts have most concerned. Several issues were also raised such as which educational body is to take responsibility for and whether to include a course of World History so on.
