오늘날 세계를 하나로 묶고 있는 교통·통신의 발달과 더불어 전지구적 사회화가 가속되고 있지만, 아직 인류 구성원 전체가 서로에 대하여 책임과 의무를 지는 지구 공동체를 형성했다고 보기는 어렵다. 특히 경제적 세계주의의 흐름 속에서 지구촌 사회의 소수자들은 여전히 인간으로 누려야 할 존엄성과 기본 인권조차 위협받고 있는 실정이다. 소수자들은 국가체제 안에서는 민주주의적 평등 원리의 토대가 되는 다수결원리와 일인일표제의의 작동 기제 속에서 구조화된 차별에 놓이게 되며, 전지구적 세계 질서 속에서는 자신의 삶에 직접적으로 영향을 미치는 전지구적 문제에 대한 적절한 의사표현의 통로를 확보하고 있지도 못한 상황이다.국민 국가에 기초한 국제질서에서건 세계화에 따른 초국가적 세계질서에서든 소수자 인권은 오랫동안 논외로 되어왔고, 그런 한에서 이들의 권리존중을 위한 제도적 장치 확보 및 도덕적 책임의 정초를 위한 논의도 미비하였다. 이 논문은 이런 문제의식에서 오늘날 우리사회에서 소수자들이 직면한 중첩적 모순을 드러내고, 이들에 대한 인류의 책임문제를 다루고 있다. 특히 소수자들에 대해 짊어져야할 책임의 근거를 레비나스의 무한 책임의 개념에 입각해 다루고자 한다. 여기서 무한책임은 권리-의무의 상호성을 넘어선, 자유에 앞선 책임의 개념위에서 정초된다.
Abstract
Today alongside the development of traffic and communication, the globalization is accelerated. But it might be an error to assume that humankind are forming the global community that all the members have obligation and responsibility for the Other. In the trend of economic cosmopolitanism, the point to observe is that the human dignity and basic human rights of minority has been neglected. In the system of nation-state, the minority is confronting the problem of structural discrimination which is operated by the principle of democratic equality, for example, majority rule and one man one vote. Add to this, in the global world system, they don't have any proper representative organization or communication path for manifestation of their will or their thought about important problem in their life. Either in the international world system or in the transnational world system, the matter of human rights of minority has regarded as digression from the main subject. Therefore the discussion about the install of institutional mechanism and the foundation for moral responsibility is quite unsatisfactory. In this point, I try to discover the suffering of minority facing the distorted unjustice in our society and deal with the topic of the responsibility of human beings. Specially, the articulation of responsibility for the minority is based on the Levinas' infinite responsibility. The concept implicates beyond the reciprocity of right-duty and responsibility otherwise than freedom.
